Answer: Off would be open, on would be closed. That is how it works in the device I repaired. -

Can i use this on a 1/2hp black-decker 6” bench grinder if the rocker switch is 10a 250v 2pin?
Answer: One horsepower is 746 watts. A 10A 250 volt switch is equivalent to about 15 Amp 125 volts. Your grinder uses 3 amps at 120 volts. Your switch handles 15 amps. You are good to go! -

Can i use this in a 12v circuit? Are there any implications?
Answer: My understanding of electricity is that this part is designed for a much higher voltage. And therefore it should work just fine on your 12 volt system. Amperage is your bigger concern when considering whether or not a part is usable in circuit.
